Development Innovation Policy

As one of SHS’s Partners, Narmadha is involved in all aspects of the firm’s work including housing market and socio-economic research and policy development studies, strategic planning, and development consulting advisory services for affordable housing developments by non-profit housing providers.

Narmadha has over a decade of experience in leading complex initiatives relating to housing and implementing strategic solution-based strategies. Much of her work has involved providing policy leadership and strategic advice on housing issues, along with leading and developing large-scale initiatives and priority policies that aim to ultimately improve and provide for a better range of housing. She has been the project manager or lead researcher in over 50 policy development studies, program evaluations, housing and market research analysis studies, and affordable housing developments for various levels of government and non-profit organizations. Prior to rejoining SHS, Narmadha was a senior staff member for the City of Toronto’s Planning and Housing Secretariat divisions.

Her experience includes undertaking housing need and demand assessments; strategic policy development and analysis; program evaluation; multi-stakeholder engagement; financial viability analysis; planning application review and management; and development consulting advisory services.

Current Work

Narmadha helps lead SHS’s work in policy and research and affordable housing development consulting. She is currently leading the development of municipal and provincial policy and programs, including housing strategies and incentive programs. Narmadha is also providing development consulting advisory services for non-profits that are looking to provide affordable housing to key vulnerable population groups, including shelter users and Indigenous persons.
